Tools shown based on edition

This issue is to make sure that the new Duo Chat will respect the rules to access various tools based on the packaging edition and add-on.

Part of the initial scoping work on this includes determining what these rules are in the first place. Either through searching in the documentation or analyzing the existing code base to observe those rules and conditions.

Implementation plan

1. Pass correct Chat UPs when we generate workflow token.
2. Check right UP when execute tool during workflow request.
