Expose `newCustomEmojiPath` on Work Items API

Summary

In order to show Create new emoji option within emoji picker, we need to expose the path to new emoji page within Work Items API, this needs be present in API since not all users may have ability to create custom emojis, and with drawer being used across Work Items, the availability of this option needs to be dynamic.
