Use `rapid_diffs_on_merge_request_creation` feature flag to show Rapid Diffs on the MR creation form

We need to add rapid_diffs_on_merge_request_creation feature flag and use it on the merge request creation form to display Rapid Diffs. Request param check should be removed.
