Geo: Provide a way to disable pruning of the event log

The event log provides a lot of useful information, and for being able to go back in time and trace errors (e.g. https://gitlab.com/gitlab-org/gitlab-ee/issues/5280#note_63710737) we should consider disabling the pruning of the event log.
