Scan code for licenses not declared in dependency files

The tool used for license checks, licence_finder, will rely on dependency files of the project. If licence_finder reports no violation, that doesn't mean the project is free of license issues. Some files can be copied directly into the project, and they can contain a license header. We should scan the project for these headers, and include them in the overall license check.
