Allow Group Reviewers to Assign Non-Member Groups in Merge Requests

Summary

Enable users to assign group reviewers to merge requests, even if they are not members of those groups.

Currently, GitLab restricts the ability to assign group reviewers on a Merge Request to groups of which the user is a member. This limitation prevents users from easily requesting reviews from specialized teams or groups outside of their immediate team.

Request:

• Removing the membership restriction for assigning group reviewers.
• Potentially implementing a permission system to control who can assign reviewers from external groups.
