Add instrumentation for alternative merge request homepage views

Once we have multiple views for the merge request homepage, we'll need instrumentation to understand the usage.

1. Number of people who open dropdown
2. Number of people who change views
3. Count of views in use

This would allow us to gauge how much interaction there is with this feature and then also where preferences lie in terms of which view has more users.
