Support Docker installation method for Zoekt

Problem to solve

This is a follow-up to https://gitlab.com/gitlab-org/gitlab/-/issues/527100 where we discussed Docker-Compose as a supported method of installation for Zoekt.

other than testing, do you see common use case that needs docker-compose? Or perhaps we can just go with Docker and have documentation for it after we start to use single image for both indexer and web server?

Proposal

The Docker-Compose method is not aimed at production instances in its current state. With a unified zoekt binary, we should consider supporting a Docker image that can be.
