[FE] Add latest pipeline information into the policy editor

Why are we doing this work

Users want to see when the last scheduled pipeline passed or failed

• on the group level, it shows the latest pipeline from a project the user has access to (and we link that project)
• on the project level, it shows the latest pipeline from that project
