Improve review workflow: Enable Policy Editor for in-progress MRs

Proposal
Allow to edit a policy, that is in review, in the editor. This will allow customers to have a full review option when adding policies.
We received Feedback from a customer, who is currently evaluating policies. One of the things they struggled with the most, was adjusting a policy that a co-worker has added previously. They really like, that a new policy will open a merge request, so that someone else can review and make suggestions. However, they noted, that if they want to change anything in that MR, there is no way to switch from that MR back to the policy editor again and all they can do is, copy the yaml and add new merge request with their changes or change the yaml directly (which has no syntax check and led to errors during their trial).
Solution
When asked what the optimal solution would look like, they said they would appreciate if there is something similar to the pipeline editor where you can select which policy to edit, so that they can benefit from the editor and the syntax check. Or a redirect into the policy editor from within the MR.
