Allow proxy authentication for webhooks

Problem to solve

The customer needs to configure a project webhook in their GitLab self-managed instance to an external URL on the internet. In order to access the internet, they require proxy authentication. They don't want to activate the proxy globally for security reasons and want to limit it to the specific URL.

Proposal

When creating a webhook, create a provision for configuring proxy authentication using username and password.
