Cleanup downtier_delayed_deletion feature flag

• As part of the cleanup, documentation should be updated to reflect the tier change
• Remove extra logic from renderDeleteSuccessToast
• Update deletion_adjounred_period description in doc/api/settings.md
• Remove all adjourned_deletion_for_projects_and_groups license checks
