Load initially selected users for user_select

  It this refactoring I mentioned on our weekly call. It looks like we can completely drop this property and a lot of util methods and logic around it.

  I have created new refactored components in same folder (just for the purpose of draft). Components contain less logic and more straightforward.

  I was able to save the policy without using actionsApprovers data property, everything seems to work fine
