Dragging prioritized labels can cause unintended interaction with underlying content

Background

When dragging to reorder prioritized labels in /-/labels, the interaction is not limited to the dragged label, resulting in underlying text being highlighted inadvertently.

Steps to reproduce

1. Add at least a few prioritized labels
2. Add a description to a label in the middle of the prioritized block
3. Drag a label from above or below across the label with the description, observe the text gets highlighted

Proposal

Isolate the interaction to the dragged element.
