Filter legacy epic list and epic boards by custom field

Backend fields were added in !184410 (merged).

So we just need the filter bars on these pages to support custom fields

• Epics list - Add custom field filters to epics list page (!186804 - merged)
• Epics board - not doing as we should get it when epic boards uses work items
