Create issues from vulnerabilities programmatically (via APIv4 or GraphQL API)

Proposal

I'm used to creating issues for vulnerabilities via the GUI and was looking to do this via the api or with the python-gitlab lib but after submitting a ticket with Gitlab Support it seems that this isn't a feature yet. I think this would be super beneficial, so that engineering teams can programmatically create these issues from vulnerability report and these findings can then be remediated as soon as possible.
