Missing toast message in work item global creation flow

Summary

When using the global create flow (left navigation Create new... / plus button at top), once the item is created it is not showing a toast as expected. This makes it difficult to get to the new item after creation. The problem is currently only an issue on Epic creation using the global menu, as the project level menu item is still directing to the full page create form.

Proposal

Add a toast message similar to other create flows (examples: button from list, related item from detail action menu) indicating the new item was created and providing a link to the item.
