Feature Request - enforcing secret push protection to entire instance from Gitlab admin

Problem to solve
From Customers perspectives, especially those that are using Ultimate self-managed Gitlab, central management is the key. This customer is trying to **enforce** secret push protection from the gitlab Admin. However, currently, it is allowed to make secret push protection available in the entire instance which makes project/group owners to manually turn the feature on and off. From management perspectives, I want this secret push protection feature to be enforced to be **on** to the entire instance.
Proposal
Rather than making this secret push protection available to the instance, have an option where it could be enforced to be ""turned on** to the entire instance. That way, the admin has more control on the instance in terms of secret push proteciton.
