[FE] Vulnerability retention announcement banner

Summary

Design issue: #464638[warning_alert.png] (comment 2392781564)

This warning alert should go out at least 1 month before retention policies go into effect, for every .com customer. (For self-managed customers, we will not enforce this limit.) This should be shown on the:

• Project-level Vulnerability Reports
• Group-level Vulnerability Reports
• Project-level Security Dashboards
• Group-level Security Dashboards

TBD on when this should go into effect. I think it should be ASAP (to give as much notice as possible) after we have gotten executive buy-in.
