In plain text editor there are linebreaks (when no default template) instead of just being empty

To reproduce the bug , please follow the steps
- Start writing a comment in any work item (in plain text editor)
- Make sure you give line breaks
- Switch between plain text editor and RTE
- See inconsistencies
