Enable the PDF export to support the vulnerabilities over time module

• This should be supported on the group level and project level exports
• Project level
  • The selected severities should be respected in the PDF export chart drawing.
  • The severities legend will be a static image, and will not represent severities that are disabled. See !192439 (comment 2535542288).
