Legal review of Prawn licensing (#524059 - closed)

The actual merging of the MR that contains the new dependencies is blocked on the license approval.

That said, this issue can be worked on in parallel to #524059 (closed). The MR containing all of the foundational elements of the PDF report, described in the implementation plan, can be in MR and fully reviewed; so that all that remains once legal approval is given is to merge the MR
