Unexpected "undefined" in Rich Text Editor when creating new work item issue, no cached values

When creating a new issue using the work item view the description starts as "undefined". If you have a default template set that will quickly overwrite this, but in cases where no default template is used the "undefined" text remains. Additionally cached title/description does not appear.

Steps to replicate

1. Enable work_items_view_preference and ensure the toggle is "on" (alternately, enable other FFs that enable the new work item creation form)
2. Navigate to Issues
3. Click "New issue" to open the form
4. If the project has a default template, "undefind" will flash only briefly. To see this more clearly, use a project without a default template.
5. Update the title and description
6. Refresh the page to see cached title/description
