Scope and define implementation changes for decoupling from the analytics nav

Problem to solve

For Spike: Decouple dashboard framework from Analyt... (&16513 - closed), we need to define what changes need to be made to accomplish the overall goals of the epic:

• Other teams can make use of the dashboards listing and framework without analytics references (UI text, codebase, nav etc)
• Update documentation to reflect the fact that the listing and framework is no longer specific to analytics dashboards

Proposed solution

• Scope what changes:
  • Are required
  • Would resolve tech debt but won't be complete blockers
  • Nice to haves if we have time
• Prove changes would accomplish the overall epic
• Create issues to complete the implementation and add them to the epic
• Schedule the new issues to be worked on
