Discuss: Changes in graphql, auth policies, database, code structure, etc. to support new architecture

Description

As we work on introducing Workspaces on CI Runners, we will want to understand the changes in the following domain

• GraphQL mutations/queries
• Authorization policies
• Database changes
• Code structure
• ...?

Some discussions in scope would relate to Phase 2: Using Runner to create Workspaces (&16786 - closed) . But I'm keeping them together here to get a good holistic picture while discussing these things.

Acceptance criteria

• It is clear the changes that are needed in graphql, auth policies, database, rails, etc.
