Subgroup level protected branches

Problem

As part of &8679 we introduced protected branches at the group level. We explicitly did not implement support for configuring them at the subgroup level in the initial implementation.

Some users would like subgroup owners to be able to set these rules for their subgroup only. At present the only workaround is for them to all be given owner access at the root group level to set these.

Solution

Add this functionality to the subgroup level as well.
