Add ability to change commit and public email address via API for service accounts

Proposal

Presently it is not possible to update the public and commit email addresses of service accounts as you do on standard user account.

The only capabilities at this time is for administrators to change these settings on user accounts.

• User API
• User email API

It should be possible to do this for your account using a Personal Access Token or for namespace owners to do this for service accounts.
