Respect type query param for /issues/new

I recorded a short video with the workflow and my findings:

1. We don't preselect incident.

Reproduce

1. Enable new issue look
2. Go to incidents page (under monitor)
3. Select "Create incident"
4. See that you've been taken to the issues/new route with new work item create view and issue is preselected (default) although the query param contains incident.
