Fork, rename, and refactor the Opstrace repo to serve the needs of Data Unification

Goals

As a team, we agreed that the Opstrace repo needs to be forked for several reasons:

1. There is much in the project that no longer directly applies to Data Unification
2. Onboarding of new members and collaborators
3. Need to remove the Opstrace branding

Definition of done

• Fork the Opstrace project to a new repo (GitLab Unified Data Platform?)
  • The new project is now available at https://gitlab.com/gitlab-org/analytics-section/platform-insights/core
• Remove/refactor out irrelevant code (metrics,logs,tracing etc) keeping code paths needed to support data unification
  • Refactor(s) done with:
    • gitlab-org/analytics-section/platform-insights/core!1 (merged)
• Move the old Opstrace repo to maintenance only.
