Problem to solve

Customers with strict policies may want to block a deployment based on their security findings. For example, they may want to block a deployment that has an advisory that has not received approval.

Proposal

Allow customers to consider security findings in their rules, and allow them to completely block a deployment. In other words, no one can override the blocker.
