Migrate SSO/SCIM user to local user

Background

As a GitLab.com top level group owner, I want to be able to migrate SSO/SCIM users to local users, so that I can support users changing authentication methods or leaving the organization.

Proposal

Add ability to remove SCIM identity and retain user as a local user. This would remove them from SCIM management.

Not sure about SSO here?
