Upgrade to Vite with Rolldown

In order to follow through with migration from Webpack to Vite we must ensure we can control our chunking the same way we do in Webpack. This is not currently possible with Vite (only programmatic configuration that wouldn't work for us). But it will be possible with Vite on Rolldown.
