Spike: refine performance improvements to Pipeline execution policies

Proposal

We want to investigate:

1. how to measure current performance of Pipeline execution policies and predict it for increased limits

2. possible performance improvements to Pipeline execution policies that allow us to increase the two limits in place:

   • limit of 5 PEP during pipeline creation
   • limit of 5 PEP per security policy project
