Add Dangerbot rule to notify users to pay attention to possible PII in tracking params

Problem

When developers implement tracking they can add various information to additional properties. It's possible to accidentally track PII or red data in these properties, like emails or membership ids.

Desired Outcome

We can add an extra rule to Dangerbot to detect when new tracking code with additional properties was introduced. Danger can notify developers to make sure no PII or other sensitive information is being tracked.
