Improve Elasticsearch development documentation
Description
We have different Elasticsearch documentation pages:
However, we also want to document Elasticsearch commands useful for engineers working locally, such as full reindexing, troubleshooting with pending migrations, and commands to force migrations, etc.
Plan
The best place to add this information is the developer guidelines page, but we also need to improve the outdated content and maybe split the page.

Review developer guidelines page and improve it: split it if necessary, link to other resources, etc. -
Add commands to work locally with Elasticsearch.
