Comments made on old diffs are not maintained in merge request

Provided:

• Say Merge request 1 is present
• Reviewer added the comments over a commit lines
• Developer implements those changes with rewrite commit history

Issue: Gitlab doesn't maintains the comments on old commit diffs.
