Docs: Permalinks to headings inside docs.gitlab.com/ci/yaml don't work right in Chrome/Edge - heading scrolls away after opening

Problem to solve

When one pastes a permalink like https://docs.gitlab.com/ci/yaml/#resource_group into the address bar of a new Chrome/Edge tab and presses enter, the page gets loaded and the linked heading appears for a brief moment, then scrolls away. Which leaves the recipient of the link having to search for the heading.
