Sticky header for contextual view

Summary

We are in the process of introducing a new contextual view (drawer) for work items (#409886 (closed)). We initially did not include the sticky header (Title + Actions) when scrolling within this view since the vertical real estate is limited by the fixed header there. However, we have received some internal feedback (and early customer pilot feedback) that it would be helpful to maintain the sticky header as it provides valuable information and actions when scrolled down the page/view.

Note: This will only reduce the vertical real estate of the contextual view by 40px, which is a fairly small impact.
