Change CI View for SAST wording from 'degraded' to 'detected'

In CI View for SAST (https://gitlab.com/gitlab-org/gitlab-ee/issues/3776) we have a summary message that states how many vulnerabilities have been detected.

The wording for this message has been defined differently in the issue (1, 2) and in the MR (3, 4).

The difference is that the issue proposal says:

SAST detected N security vulnerabilities

While the MR proposal says:

SAST degraded on N security vulnerabilities

I don't have more details why this change was made, but I'm considering more correct the first one (issue proposal), since the word "degraded" implies a comparison between this report and another one: that happens in the MR widget, but not in this case.

To avoid possible confusion to users, and to use a term that is more accurate, I think we should restore the original proposal and change degraded on to detected.
