Allow Group Owner to Initiate Password reset for Enterprise Users

Background

As part of GitLab administration, an Enterprise group owner on GitLab.com may want to reset the password for a teammate that is locked out.

Proposal

Add the ability for an Enterprise group owner to reset the password for any user that has password authentication enabled. If user is SSO-only with password disabled, this option should not be available.
