[Search results] Labels dropdown should migrate to use Pajamas component and not use non-standard label styles

Problem to solve

• Labels dropdown should migrate to use Pajamas component and not use non-standard label styles
• This will prevent the Search results view from adapting properly to dark mode.

Proposal

• Address the finding on the Search results view. The specific solution may require discussion between design and engineering.
• Designers from groupdesign system have the following guidance:
  • This impacts the search filters for Issues and MRs
  • This will also address findings 1, 2, and 3.
• View finding yellow#2 in Figma
