Feature Request - resolve dependancy vulnerability when trigger file removed

Proposal

As an extension to the work in Epic 5708, an GitLab Ultimate customer (internal link) has remarked that they would like the dependancy scanner to automatically resolve found vulnerabilities where the decision has been made to entirely remove the vulnerable code from the project.

For example, where you have node.js in your project with old dependancies, and that code base is no longer required, so you delete the code, including the trigger file. Currently, Gemnasium will never run unless you attempt to override things, so the flagged vulnerabilities will never clear.
