Allow instance administrators to configure CI data footprint controls for all groups and projects

Instance administrators can't set instance-wide limits on how long of a retention policy is allowed for any group or project

The Problem

There's no way to configure these settings for an entire instance at once. Cascading namespace settings #514865 will help, but that doesn't address the needs to instance administrators that need governing policies not editable by group administrators.

A Proposal

• Add a retention age as a PlanSetting with an instance-wide default
• This should probably be enforced as a backstop - any pipeline it applied to could be cleaned up earlier than the PlanSetting but no later
