Feedback: Design brief issue template

We added a new issue template in !163677 (merged)

Plan

• Test out the efficacy of a new Design Brief issue template <add link once merged>
• Test the Design Brief issue template for 4 months (17.10, 17.11, 18.0, 18.1)
• At the end of 18.1 we'll look at the stats to see if this template has helped us with our confidence in designing for our users.
  • We'll also evaluate whether using this template has helped us with confidence in estimating how long an issue may take to design, which will be helpful for planning within Product Roadmaps.
• At the end of 18.1 we'll publish a Retro Issue to see what we've learned from using the template.

Ask

• Use the new Design Brief template in new issues
  • You may convert existing issues to use the template as well if you'd like
• As you're using the template, pay attention to:
  • Which sections you tend to use/complete and which tend to remain unused/incomplete.
  • Which sections you're finding difficult to understand or are confusing to use.
  • How your counterparts react to using the template or individual sections of it. Do they find it useful or more cumbersome than it's worth?
  • Whether there is anything missing that will help you determine if an issue is ready for design.
  • Anything else that comes up that deserved to be discussed.
• Add a comment to this Feedback issue in order to capture those thoughts so we can determine how to manage them going forward.
