Background

In Tiering Discussion for DPoP Token Feature (#461472 - closed) we discussed Tiering of the DPoP feature. This issue is to implement what was discussed in that issue.

Definition of and enforcement of Policy on whether DPoP is required is an GitLab Ultimate only feature
