Bulk embedding generation on AI Gateway

In Preprocess pipeline (#519536 - closed) we will introduce a way to preprocess references in bulk. One of the steps could be to generate embeddings in bulk.

• Embeddings can be generated on the AI Gateway in bulk as part of preprocessing
• For now only vertex text-embedding model has to be compatible, later we'll add more
• Failure handling
