geo:check should verify that the node has Unique Internal URL when unified URL feature is enabled

Proposal

Internal URL field should be unique for each site when configuring unified URL for Geo sites.

Add a check to gitlab-rake gitlab:geo:check task that verifies uniqueness of this node's Internal URL setting with unified URL feature enabled. Skip the check if unified URL feature is disabled.
