Hide `Delete rule` button when viewing `All branches` branch rule

We are modifying the UX for All branches branch rules so that they cannot be deleted directly. Instead we will only allow individual settings to be deleted.

Currently we display the Delete rule button when viewing All branches branch rules. We need to hide this button
