Implement loading collapsed file

We should support loading inline preview for the collapsed state of a diff in Rapid Diffs ('Show changes' button):

Collapsed file preview could be found here in GDK: https://gdk.test:3443/rails/lookbook/inspect/rapid_diffs/diff_file/nopreview

Endpoint created here should be used to retrieve the file.
