Context

Integrating Secrets Manager into the global search will improve discoverability of the feature.

Problem to Solve

• Discoverability: Users can quickly locate and access the feature without needing to memorise its location.
• Consistency: Other key features in GitLab are accessible via global search, and Secrets Manager should be as well.

Proposal

• Add Secrets Manager as a searchable entity in GitLab's global search.
• Ensure users with permissions can find and navigate to Secrets Manager from the search results.
